Stock Company Tugansk Ore Mining and Processing Enterprise “Ilmenite” was established in September 2002 with the aim to develope the Tugansk ilmenite-zircon deposit.

Over the 2003-2005 period, according to the license, on the base of South-Aleksandrovsk area of the deposit, a pilot open-pit has been organized and a pilot processing plant was built 4 km away. In 2005 a pilot productionfor mining and processing of 125 thousand tons of ore per annum was put into operation.

A large scale development project is currently being implemented. It includes resources from the Kuskovsko-Shiryaevsk license area and it is projected to process 6.9 million tons of ore sands per annum.

The project provides for design and construction of ore mining and processing plant with 6.9 Mtpa of zircon, ilmenite, rutile-leucoxene, and silica (glass) sand throughput capacity. The plant start-up will be carried out in three stages:

  • the first stage — 2.3 Mtpa;
  • the second stage — 2.3 Mtpa;
  • the third stage — 2.3 Mtpa.

Reaching the project capacity the Tugansk Plant will produce the following amount:

  • Ilmenite (>54% TiO2) — 75 450 tons per annum;
  • Leucoxene (>85% TiO2) — 5 300 tons per annum;
  • Zircon (66% ZrO2) — up to 34 300 tons per annum;
  • Silica sands — up to 1 million tons per annum.

Location

The Tugansk deposit is located in the Tomsk Oblast, 40 km north-east of Tomsk within the Tomsk administrative district, with a well-developed infrastructure.

Profile

The Company is engaged in the extraction and processing of ore sands from the Tugansk deposit. Open Joint Stock Company Tugansk Ore Mining and Processing Enterprise “Ilmenite” produces zircon concentrate, ilmenite concentrate, silica (glass) sand, and graded silica sand.

Markets

Product consumers are the producers of welding electrodes, titanium sponge, metal zirconium, refractories, ceramics, glassware, float glass, and construction materials.

Strategic objectives

Processing plant construction would have significantly positive social-and-economic impact on the Tomsk Oblast development:

  • Generating employment (circa 200 jobs)
  • Development of a significant natural resources potential of Tomsk Oblast
  • Diversification of production in Tomsk Oblast
  • Development of new industrial and infrastructural facilities
  • Growth of gross regional product of Tomsk Oblast

The production is based on a state-of-the-art process flowsheet. The project has received all required administrative approvals, at the region and federal level.
